G8-Staaten einigen sich auf Schuldenerlass

London (AFP) - Die sieben führenden Industrienationen und Russland (G8) haben den ärmsten Ländern der Welt den Erlass ihrer Milliardenschulden zugesagt. Die G-8-Finanzminister einigten sich bei einem Treffen in London darauf, dass Weltbank, Internationaler Währungsfonds und die Afrikanische Entwicklungsbank 38 Ländern Schulden in Höhe von insgesamt 55 Milliarden Dollar (45,38 Milliarden Euro) streichen werden, wie der britische Finanzminister Gordon Brown mitteilte. Er und sein US-Kollege John Snow bezeichneten den Schuldenerlass als "historisch". Dies sei "ein Erfolg für die Welt", sagte Brown.

"Wir stellen heute die umfangreichste Erklärung vor, die jemals von den Finanzministern zur Schuldenfrage gemacht wurde", sagte Brown in London. Den 18 ärmsten Ländern des Planeten werden Schulden in Höhe von 40 Milliarden Dollar (rund 33 Milliarden Euro) sofort erlassen. In einem zweiten Schritt sollen bis Ende 2009 neun weitere noch zu bestimmende Länder elf Milliarden Dollar Schulden gestrichen werden. Später sollen nochmals elf Länder einen Nachlass von insgesamt vier Milliarden Dollar erhalten.

Mit der Initiative soll bisher für den Schuldendienst verwendetes Geld möglichst schnell für Investitionen in Bildung und Gesundheit frei werden. Von den erlassenen Schulden entfallen 44 Milliarden Dollar auf die Weltbank, sechs Milliarden Dollar auf den Internationalen Währungsfonds (IWF) und fünf Milliarden Dollar auf die Afrikanische Entwicklungsbank. Für die nicht zurückgezahlten Schulden bei Weltbank und Afrikanischer Entwicklungsbank sollen die Industrieländer aufkommen. Der IWF soll seine Ausfälle aus eigenen Mitteln wieder aufstocken. Dass die Mittel der Gläubiger-Organisationen wieder komplett aufgestockt werden, hatten insbesondere Deutschland und Frankreich verlangt.

Bei den 18 Ländern, die als erste zum Zuge kommen, handelt es sich um Benin, Bolivien, Burkina Faso, Äthiopien, Ghana, Guyana, Honduras, Madagaskar, Mali, Mauretanien, Mosambik, Nicaragua, den Niger, Ruanda, den Senegal, Tansania, Uganda und Sambia.

Der französische Minister Thierry Breton sprach von einem "großen Erfolg". Uganda, Ruanda und Äthiopien begrüßten die Einigung. Auch die irischen Rockstars Bono und Bob Geldof zeigten sich zufrieden. U2-Frontmann Bono betonte, der Schritt könne nur ein Anfang sein.

G8-Staaten agree on remission of debts

London (AFP) - the sieved prominent industrial nations and Russia (G8) assured the decree of their billion-debts to the poorest countries in the world. The G-8-Finanzminister agreed with a meeting in London on the fact that World Bank, International Monetary Fund and the African development bank to the amount of altogether 55 billion dollar (45.38 billion euro) will paint to 38 countries debts, as the British Minister of Finance Gordon Brown communicated. It and his US colleague John Snow called the remission of debts “historically”. This is “a success for the world”, said Brown.

“We present today the most extensive explanation, which was ever given from the Ministers of Finance to the debt question”, said Brown in London. To the 18 poorest countries of the planet debts at a value of 40 billion dollar (approximately 33 billion euro) will immediately issue. In a second step 2009 nine further countries eleven billion dollar debts still which can be determined are to be painted to end. Later eleven countries are a deduction from altogether four billion dollar to receive again.

With the initiative so far used money is to become as fast as possible for investments in education and health free for the debt service. From the issued debts are allotted 44 billion dollar to the World Bank, six billion dollar per the International Monetary Fund (IWF) and five billion dollar to the African development bank. For the not paid back debts with World Bank and African development bank the industrialized countries are to be responsible. The IWF is to again supplement its losses from own means. The fact that the means of the creditor organizations are again completely supplemented had in particular Germany and France requires.
